APA SCD Student and Emerging Professionals Panel with the University of Utah's City & Metropolitan Planning Department
Earlier this Fall, the American Planning Association Sustainable Communities Division (SCD), the APA SCD Climate Champions program and our sponsor the University of Utah - Department of City & Metropolitan Planning collaborated on a successful professional development panel discussion, chatting about all things sustainability, resiliency, and equity for the Speaker Series. We discussed the challenges of entering the workforce, the latest strides in planning and urban development, how to tackle racism in planning, managing differing opinions, and pursuing the next steps in planning academia. SCD has been running a new APA Sustainability and Resilience Series. APA’s Divisions have been creating a two year-long, inter-disciplinary series of virtual learning sessions on sustainability and resilience topics for planners. Sessions will be offered for planners new to the material as well as for those with moderate or advanced involvement in sustainability or resilience planning. All sessions will furnish AICP CM credit live AND on demand. Miami-Dade County is moving forward with their Climate Action Strategy to cut GHG emissions by 50% by 2030 and reach net-zero carbon emissions by 2050. The County has also moved forward in acquiring additional electric buses, this will be the largest fleet of 40-foot battery-powered e-buses in the U.S.

The Carolinas Integrated Sciences and Assessments (CISA) team is partnering with the American Society of Adaptation Professionals in hosting a virtual Climate Service Providers Academy. Exciting news! Green Roofs for Healthy Cities (GRHC) with congresswoman Nydia Velázquezand is leading a campaign to pass a bill on the Public School Green Rooftop Program. What’s All This I Hear About Sustainability, Resilience, and Climate Change? Initiatives at the State-Level, National APA and in the Divisions
APA National is preparing to launch a specialized Certificate Maintenance (CM) credit which will focus on sustainability and resilience.
The Sustainable Communities and the Environment, Natural Resources, and Energy divisions have been working to explore local needs related to sustainability and develop guidance and materials that will be made available through KnowledgeBase. APA has recently released several related guide documents as well.
Although some information about APA initiatives has been made available at the chapter and local-planner levels, we believe more outreach and information would be beneficial. This session proposal is one method we are using to provide outreach. This session will begin with a presentation on current APA initiatives. We will also include a discussion of two state programs - one in Massachusetts and the other in Alaska.
Following the Q&A, we will conduct a virtual workshop with breakouts that focus on key sustainability topics. We will use SWOT-style analysis to breakdown available sustainability tools and where improvements are needed. Results will be made available following the conference.

Sessions will be offered for planners new to the material as well as for those with moderate or advanced involvement in sustainability or resilience planning. All sessions will furnish AICP CM credit live AND on demand. Minnesota Metropolitan Council EV Planning Study
The Great Plains Institute is working with the Minnesota Metropolitan Council to prepare an Electric Vehicle Planning Study for the region. The study utilizes detailed insights from a recently completed travel behavior inventory, emergent vehicle registration data, and census information to investigate and model transportation electrification across modes and by varied use types. The study aims to identify strategies to reduce greenhouse gas emissions and improve public health, guide future investments, policies, and other work to accelerate electric vehicle adoption, and directly inform the 2040 Transportation Policy Plan. The study captures both light-duty, and medium- and heavy-duty electrification opportunities.
Miami-Dade Climate Action Strategy, BRT & Mobility Updates, Fertilizer Ordinance, and Everglades Restoration
Miami-Dade County is working on drafting a climate action strategy. Virtual meetings to amplify the scope and reach of the plan is going on now through June 30.
The Strategic Miami Area Rapid Transit (SMART) Plan was adopted in 2016, the South Corridor Rapid Transit project is the first of the 6 corridors identified to break ground on Friday, June 4. The corridor will provide 20 miles of exclusive bus rapid transit in South Dade, allowing users to get from Homestead to Downtown Miami in 60-minutes, service to begin Fall 2022.
City of Miami will add 3 miles of protected bike and scooter lanes throughout the downtown, in addition to upgrades to pedestrian crossings and ADA improvements, the project will cost about $2 million of which about half the cost will be covered by fees from the e-scooter pilot project.
New ordinance prohibits the use of fertilizer between May 15 and October 31 to protect the Biscayne Bay. May 15 is the beginning of the rainy season in South Florida, fertilizer runoff was shown as one of the top contributors to last year's fish kill in the Bay, the measure was adopted by the county commission on April 20.
Biden's 2022 budget contains $350 for everglades restoration, a $100 million increase over the 2021 federal budget. The Comprehensive Everglades Restoration Plan (CERP) was authorized by Congress in 2000, as a plan to restore, preserve, and protect the south Florida ecosystem while providing for other water-related needs of the region, including water supply and protection. At a cost of more than $10.5 billion with a 35+ year time-line, this is the largest hydrologic restoration project ever taken in the U.S.

The individual selected for this key role will lead a Department of approximately 30 employees with an annual budget of $8M. In Memoriam: Leon Eplan, FAICP
SCD remembers the prestigious work of Leon Eplan, FAICP. Epan was the former Atlanta planning commissioner and former president of the American Institute of Planners (AIP) - which later led to the present-day American Planning Association (APA). Eplan passed on April 15, 2021. You can read more about his life and work here.

GRHC and the Green Infrastructure Foundation recently completed a report on Congresswoman Nydia Velázquez’s proposed Public School Green Rooftop Program Bill (H.R. 1863). Speakers needed for a new APA Sustainability & Resilience Series!
APA’s Divisions are working hard to create a two-year long, inter-disciplinary series of virtual learning sessions on sustainability and resilience topics for planners. Sessions will be offered for planners new to the material as well as for those with moderate or advanced involvement in sustainability or resilience planning. All sessions will furnish AICP CM credit live AND on demand. (Once the new AICP Sustainability & Resilience mandatory CM credit requirement takes effect in January 2022, this series will provide a wealth of options to fill this need for this coursework.)

2021 Carolinas Climate Resilience Conference
The fourth annual Carolinas Climate Resilience Conference is being held in Durham, North Carolina this year and early registration for the event ends this Friday. Due to the pandemic, attendees have the option to attend virtually or in-person, and the agenda promises to be full of interesting presentations, networking opportunities, and stories of resilience work across the Carolinas.
Lindsey Hallock, a climate champion in North Carolina, will be presenting her team’s work on flood vulnerability studies related to sewer infrastructure on the North Carolina coast, while other speakers will focus on extreme heat, equity, and resilient design.
